Master Mariner and Fellow of the Nautical Institute of London with a seafaring career spanning thirty-five years. During this time served aboard general and refrigerated cargo ships trading world-wide, fishing vessels, and spent twenty years in command of passenger/rail/road ferries in the Cook Strait trade in New Zealand. First New Zealander to be appointed Chartered Master Mariner (CMMaR) by the Honourable Company of Master Mariners, London.
General Manager, Maritime Operations with Maritime New Zealand (MNZ) from 1994 – 2009 with responsibilities for flag, port and coastal State matters, coastal shipping, port and harbour safety management systems, pilotage, ship registration, seafarer licensing and Maritime New Zealand’s ten district offices. 2009 – 2014; Principal Maritime Advisor to MNZ as the architect of a new suite of domestic certificates of competency, and principal advisor on the update of STCW 95 and introduction of STCW-F 95 competencies to New Zealand qualifications.
Attended the Maritime Safety Committee and Sub-committee on Flag State Implementation at the International Maritime Organization (IMO) London from 1995 until 2009; registered with IMO as an expert on flag, port and coastal State matters; served as an IMO Auditor and lecturer for IMO audit training and has served a term as Chairman of the Tokyo MOU on port State control.
Independent maritime regulatory advisor to New Zealand and South Pacific Governments and the private sector with a primary interest in effective implementation of IMO instruments in the Pacific region.
Experienced ocean racing and cruising yachtsman including two fully crewed races to the South Pacific, short-handed races around New Zealand’s North Island, Great Britain and Ireland, to Australia, and two east to west singlehanded Trans-Atlantic races.
Master of Maritime Studies (Distinction) 2004. Awarded a Doctorate in international maritime law in 2007 by the University of Wollongong, Australia. Honorary Fellow of the Law Faculty.
