Dog attack on Star deliverer

One of the Star delivery people has been attacked by what is described as a black bull mastiff type dog which was roaming free in the street. The dog attacked from the rear jumping up and grabbing the person’s arm.

Fortunately due to the extreme cold day at the time several layers of clothing was worn and the bite did not penetrate the skin. The dog was driven off by several hard hits on the nose leaving saliva on the person’s clothing.

What if the victim had been an elderly less agile person or a child? Or on a warmer day not wearing as many layers of clothes?
Animal control was advised of the attack and the dog identified. The dog is known to the authorities and the owner had been previously spoken to. It appears that the dog can jump the property’s fence.

The animal control officer’s advice was said to be not to go down that particular street. If this is correct it is absolutely appalling. Surely residents and their children, and delivery people, should be able to walk anywhere in the town without fear of being attacked by a dog?
When residents in the north eastern part of town see the Star delivery person is now carrying a stout stick they will know the reason why.
