Ramblings from the Council Table. (My views)
On amalgamation; there is considerable talk in the community and in the halls of power at the Beehive about this issue. The new Minister David Carter was quoted “ it must show significant support, which is more than just councillors. It’s a matter of the community itself showing that there’s substantial support for a proposal.” Mr. Carter has been doing the rounds explaining Governments proposed reforms for Better Local Government which will be passed in time for next year’s October elections.
Most of you will or should be aware that there is a study being done by Morrison Low for the 3 Wairarapa Councils on an assessment of options for joint management and service delivery this report should be available mid-May.
The study will look at options for services and governance and may be the catalyst that initiates major changes in local government in the Wairarapa. There appears to me to be a general agreement amongst all 3 councils for change and there is certainly a good will to see an outcome that is best for the Wairarapa long term.
The government will push through the “Better Local Government” reforms and some change is inevitable. The day of the small Council is probably numbered; either we get swallowed by larger regional council or a combined Wairarapa council. Whatever happens, it will be imperative to get an outcome that is satisfactory for our communities? Whether we like it or not change is in the air!
The Square Management & Development Plan (DRAFT); this is an important document that has been redrafted and council is seeking community submissions from interested people. The plan is important as it lays the framework for council, stakeholders and the community for the management, maintenance and development of this very important unique space.
The plan can be used by the community to ensure Council is accountable for The Square, surrounding streets and playground and that the spaces are well maintained and looked after. The Draft is available for viewing www.swdc.govt.nz , Martinborough Library and Council offices, submissions close 4pm on Friday 30th May.
Town Hall; most of you will be aware that Council resolved to strengthen the Town Hall, this was seen as the most affordable option and will be funded though the Long Term Plan (LTP) so will be subject to Public scrutiny by way of the submission process to the LTP. I would say that this was not an easy decision and that support for the strengthening in our community is not overwhelming.
I personally was disappointed by the lack of Martinborough submissions however some people spent considerable effort and I thank all those who took time. The deliberation was done with the assistance of Michelle Grant, a structural Engineer, as Council required clarification on a number of issues that had been raised by various submissions.
The strengthening will bring the Hall above 70% of the standard for a new building (current 34%) and above the proposed 67% in the new building Standards.
Additional funding will be required for the refurbishment and the Town Hall Committee, Community Board, Council and the community will need to look at the various options that are available.
